Montefiore Medical Center, Bronx NY 1995-present
A major academic medical center with 8,000 employees and annual revenue of $500 million. Multiple sites and programs throughout The Bronx, closely affiliated witih Albert Einstein College of Medicine.

Vice President, Health Care Systems, 2000-present
Operating budget of $60 million with 1,100 employees. Managed a multispecialty medical practice, a home health agency, and prison health programs at Rikers Island and Spofford Juvenile Detention Center. Developed clinical programs and innovative business ventures for the Medical Center.

  • Developed a high technology home care joint venture. Generated over $1 million revenue and $250,000 profit in its first six months.
  • Led efforts to develop program for 250,000-square-foot medical office building, joint venture imaging center, proprietary rehabilitation center, and center for sensory disorder. Collaborated with clinical department chairman, corporate management, and the board of directors.
  • Negotiated 10 different HMO contracts, including bundled service, risk capitation, and fee-for-service arrangements.
  • Successfully negotiated and implemented major service contracts with the City of New York and Empire Blue Cross totaling $45 million annually.
  • Taught epidemiology and health care organization at Albert Einstein College of Medicine. Lectured nationally on changing health care delivery and managed care.

Director, Alternative Delivery Systems, 1995-2000

Operating budget of $15 million.
  • Conceived the idea for and collaborated in development of a consortium of six academic medical centers that led to a metropolitan, areawide joint venture HMO.
  • Organized, established, and managed an independent network of 175 Montefiore physicians to contract with HMOs, helping prepare the physicians for the new environment of cost-containment. Generates over $2.5 million new annual revenue for Montefiore.
Westchester Community Health Plan, White Plains, NY 1990-1995
Independent, not-for-profit, staff model Health Maintenance Organization, acquired by Kaiser-Permanente Medical Care Program. Operating revenue $17 million, with 200 employees and 27,000 members.

Vice President and Medical Director
Chief medical officer and chief operating officer. Managed the delivery of comprehensive medical services. Accountable to the board of directors for quality assurance and utilization management.

  • Accomplished financial turnaround by instituting utilization management techniques, improving service, applying sound personnel management principles, and implementing a state-of-the-art quality assurance program.
  • Implemented performance-based compensation program for physicians, resulting in improved recruitment, retention, and morale.
  • Developed and implemented a real-time information system for appointment scheduling, medical records, pharmacy, and utilization management.
  • Managed clinical program transition during acquisition by Kaiser-Permanente.
  • Practiced clinical pediatrics.

Community Health Plan of Suffolk, Inc., Suffolk, NY 1987-1990
Community-based not-for-profit, staff model HMO, with enrollment of 18,000.

Managed the development, start-up, and operation of clinical services. Accountable to the board of directors for quality assurance.

  • Developed space program, staffing, clinical program, and control systems, and coordinated all hospital and specialty relationships.
  • Practiced clinical pediatrics, and taught community health and medical ethics at SUNY, Stonybrook School of Medicine.

Deputy Director of Residency Program in Social Medicine
Unique clinical training program focused on the education of graduate physicians in clinical medicine and community health.

Developed curriculum and supervised 40 graduate physicians in specialty tracks of internal medicine, pediatrics, and family medicine.
